The Roeder Avenue Overlay project will resurface Roeder Avenue from the Whatcom Waterway bridge to Squalicum Parkway including buffered bicycle lanes in each direction. In addition, the sidewalks on the south side of Roeder will be reconstructed to replace damaged panels from adjacent street trees. Trees were planted along Roeder next to the sidewalk without root barriers. These trees will be removed, the tree wells modified to include root barriers, and then species appropriate trees will be planted in their place.
Roeder Avenue is at the end of it’s useful pavement life and requires an overlay. As the street will be resurfaced, the findings of the Bellingham Bicycle Master Plan will be implemented to add buffered bicycle lanes in each direction. The sidewalks along Roeder have been heavily impacted by roots from trees planted without root barriers.
Traffic will be maintained in two directions during construction. Many businesses rely on access from Roeder Avenue. No detours will be utilized. The work will be scheduled to be complete by Memorial Day weekend 2019 so as to not impact local events such as the Ski-to-Sea or Bellingham Bay Marathon. To reduce the traffic impacts during equipment-heavy stages such as paving, work for those stages will be performed at night when traffic volumes are significantly lower.

Accomplishments: Construction is underway to resurface Roeder Avenue between Squalicum Parkway and the Whatcom Waterway. A majority of the sidewalk has been replaced and new trees have been planted in modified tree wells with appropriate root guards. Puget Sound Energy has installed conduit beneath the new sidewalk.
Next Milestone: Grinding and paving of the roadway is expected to be completed in April.
