Phase 2
On June 5, 2020 Whatcom County was allowed to enter into Phase 2 of Washington’s Safe Start Plan. This phase allows for new construction, as long as it can be performed while remaining in compliance with the Phase 2 Construction Restart COVID-19 Job Site Requirements.

Phase 1
On April 24, 2020 Governor Inslee implemented a limited Phase 1 Construction Restart, which authorizes activity on existing construction projects (those with an issued permit as of March 23rd) that can be performed while maintaining the six-foot social distancing, and remain in compliance with the Phase 1 Construction Restart COVID-19 Job Site Requirements.
As the City of Bellingham begins to allow construction activity, it is important to note the following:
- Before the job site can be opened, a safety plan must be written out, posted onsite and implemented
- Precautions including the following must be included in the safety plan:
- Having soap and water onsite
- Requiring masks, gloves and eye protection be worn at all times
- Employees must have temperature taken and answer health questions before allowed onsite – DAILY
- Six-foot social distancing must be adhered to
IMPORTANT: L&I will be strictly enforcing these requirements, and if the job site requirements are not being met, the project will not be inspected.
