Hannegan Road to reopen temporarily; Woburn Street fully reopened after emergency repairs

Hannegan Road will reopen December 24-28 before additional repair work resumes

December 23, 2025 - by Riley Grant, Public Works Communications and Outreach Manager

Woburn Street is now fully open, and Hannegan Road will reopen temporarily from December 24-28 to support holiday traffic flow. Both roads were closed earlier this month while crews completed emergency repairs to underground infrastructure beneath the roadway.

A series of closely timed rain events earlier this month led to flooding and roadway instability at multiple locations across the city. Woburn Street and Hannegan Road required immediate closures so crews could assess on-site conditions and begin emergency repair work to protect public safety.

At Woburn Street, crews moved quickly to complete a critical underground pipe repair and stabilize the area before rebuilding the roadway. The work required coordination around nearby utilities and careful restoration of the street surface. Woburn Street is now fully paved and open to traffic.

Work at Hannegan Road was more complex. There was a damaged culvert located approximately 25 feet below the roadway, requiring extensive excavation to access. Crews installed a new culvert and rerouted Baker Creek into that structure to stabilize the site and allow the road to reopen on a temporary basis.

Hannegan Road will reopen from December 24-28 to support traffic flow while City operations are closed for the holiday. Additional construction will resume the morning of December 29 to complete a longer-term temporary repair and continue planning for full replacement of the culvert.

During the temporary reopening, Hannegan Road will remain under traffic control, with a gravel surface, jersey barriers in place, and a reduced speed limit.

City crews and partners responded quickly to changing conditions, coordinated repairs across multiple sites, and worked to restore access where possible. Thank you to the community for patience and flexibility during these closures.
