Your utility bill pays for more than just the water from your tap, it supports three essential services that keep our community safe and healthy: drinking water, wastewater and stormwater. Each utility service has a fee based on the cost to provide that service to you, the utility customer. Rate studies for each utility establish the rates to cover cost of service, maintenance, and operation.

Customer Assistance Program
Reduced rates are available for City of Bellingham utility customers, based on income eligibility. Eligibility is based on the average household income for our area (Area Median Income (AMI)). For more information, including our online application, please visit our Reduced Rates webpage.
