Inside Bellingham: December 11, 2025

Flooding update, indoor recreation survey, big housing news, and more: A news update from the City of Bellingham.

Stay safe during flooding conditions

Our hearts are with the many families and communities across Whatcom and Skagit Counties who are facing devastating flooding today. City of Bellingham emergency crews are supporting regional partners where we can, and additional staff are standing by if more assistance is needed. We’re committed to helping our neighbors through this.

Here in Bellingham, flooding impacts have overall been minimal. However, Hannegan Road is currently closed between Bakerview Road and Van Wyck Road due to a substantial culvert failure caused by recent heavy rainfall. Detour signs are in place directing drivers to Guide Meridian and Smith Road. We anticipate the road being closed for the foreseeable future while we determine a plan to make necessary repairs and stabilize the roadway.

Crews will continue monitoring road conditions and responding to incidents of standing water. For those traveling this week:

  • Please obey all road closure and detour signs. They are there to keep everyone safe.
  • Avoid driving through standing water. The depth can be hard to judge and may disable your vehicle.
  • Report local flooding, downed trees, or other hazards using SeeClickFix.
  • Call 911 for weather- or road-related emergencies.

City makes new progress on housing

At their Dec. 8 meetings, Bellingham City Council took action on several measures that will improve housing in Bellingham and heard how the “Expanding Housing Options in Bellingham” executive order is affecting local housing opportunities.

Housing executive order update

It has been just over a year since Mayor Kim Lund signed an executive order that set in motion a government-wide initiative to increase housing opportunities in Bellingham. On Dec. 8, Mayor Lund, City staff, a local housing developer, and Kulshan Community Land Trust shared how actions in the order are already making a difference for (or improving) housing opportunities here. Learn what has been done to date and how these changes are taking shape in our community and watch a recording of the progress report to City Council.

Related to the Mayor’s housing executive order, also on Dec. 8, City Council approved rule changes intended to increase housing supply and the diversity of housing options available in Bellingham — especially in the mid-size and mid-price ranges currently lacking. These changes make it easier to build middle housing, support co-living, and simplify steps in the housing development process. They also bring us into compliance with several newer state laws.

Libraries closed on Sundays

With the final adoption of the 2026 City budget, all Bellingham Public Library locations are now closed on Sundays, starting Dec. 14. This decision was not made lightly, as we know that Sundays are a valued time for many in our community to visit the library. Our libraries will continue to be welcoming, vibrant spaces throughout the week and on Saturdays, filled with opportunities to learn, explore, and build community. Thank you for your continued support as we work to sustain the library services that matter so deeply to Bellingham.
