Bellingham Mayor Kim Lund has appointed Deborah Danner as the City’s Director of Human Resources and Ameleah Sullivan as Deputy Director of Human Resources, effective June 16.

Danner comes to Bellingham from Eastern Washington University, where she served as the Associate Vice President for Human Resources. Sullivan has served as the City of Bellingham’s Interim Director of Human Resources for the past 10 months and will stay on with the City as Deputy Director.

The Human Resources Department supports the City’s more than 1,000 employees. The Department plays a vital role in recruiting, developing, and retaining the workforce that delivers vital services to Bellingham residents.

“Our Human Resources department is essential in creating the kind of City organization we strive to be—one that values public service, supports its workforce, and reflects the community we serve,” said Mayor Lund. “Deborah Danner brings a wealth of experience and a people-centered approach to this critical leadership position.”

Deborah Danner, Director of Human Resources

Danner has spent more than 30 years in public service. She began her career as an attorney with the Washington State Attorney General’s Office, where she focused on serving higher education institutions. In 2017, she transitioned to human resources to serve as the Associate Vice President for Human Resources at Eastern Washington University. She holds a Bachelor of Arts in English from Eastern Montana College and a JD from Gonzaga School of Law.

As Director of Human Resources, Danner will work closely with the Mayor’s Office and other City departments to ensure the City’s mission and values—including developing a diverse and representative workforce—are woven into all activities and services.

“I am confident that her integrity and vision for a collaborative workplace culture will make a lasting, positive impact,” said Mayor Lund.

Ameleah Sullivan, Deputy Director of Human Resources

A nearly lifelong Bellingham resident, Sullivan brings 20 years of experience in human resources to her new role. She spent the past 13 years at the City of Bellingham, focusing on employee relations and labor strategies. Most recently, she spent 10 months as Interim Director of Human Resources. She holds a Bachelor of Arts in Human Services from Western Washington University.

“Ameleah’s dedicated service during this important time of transition has been essential,” said Mayor Lund. “Her proven expertise will be invaluable as we strengthen our internal culture, build on our commitment to equity and belonging, and meet evolving City and community needs.”
