The public comment period is now open for our draft Consolidated Annual Performance and Evaluation Report (CAPER). This report shows how the City of Bellingham’s Housing and Services Program spending aligns with goals for affordable housing and shelter, first-time homebuyers, community facilities, human and social services, and other housing services.
All communities that receive federal Community Development Block Grant or Home Investment Partnership Program funding are required to produce a CAPER – the City of Bellingham receives both annually.
In addition to showing how federal funds are invested, the report also shows how local funds are spent. Most Housing and Services Program funding comes from local sources that were approved by voters (mainly Bellingham housing levy and Bellingham affordable housing sales tax). In all, the program allocates approximately $10 million per year.
“Input and engagement from the community on how their tax dollars are spent directly impacts program implementation. It is crucial to the success of voter-approved revenue sources like the Bellingham housing levy,” said Samya Lutz, Housing and Services Program Manager.
