Project Overview
This project (ES 569) will repair deteriorating pavement, replace aging utilities, and make changes to crosswalks to bring them up to current ADA standards. The streets to be overlayed are:
- Fraser Street from Puget Street to Valencia Street
- Lincoln Street from Elwood Avenue to E. Maple Street
- Ellis Street from E. Illinois Street to Squalicum Parkway; includes watermain replacement

Project Status – Fall 2026
Construction is schedule to begin in mid-September and be complete by May, 2027. Construction will take place between 7 a.m. – 5 p.m., Monday – Thursdays.
Each section will have temporary pedestrian detours and traffic delays during construction work.
Construction Impacts & Timing – 2026
Fraser Street
- Repaving and sidewalk repairs between Puget Street and Valencia Street between mid-September – early October.
- Sidewalk repair between Valencia and Puget, with pedestrian detours in place.
- Crossing enhancements in front of Regency Park Apartments including curb ramp upgrades for ADA compliance, refreshed markings, and the addition of a pedestrian refuge island.
- Daytime single-lane closures through the area.
- Access will be maintained to driveways, with some driveways reduced temporarily to one lane.
Lincoln Street
- Repaving work will take place between Elwood Avenue and E Maple Street between mid-September – mid October
- Improved asphalt at the WTA bus stop
- Daytime single-lane closures through the area
- Improved ADA ramps at crossings
Ellis Street
- Repaving and watermain work will take place between E. Illinois Street and Squalicum Parkway from October to May
- Up to 30 days of intermittent night work is planned (10 p.m. – 7 a.m.) along Ellis Street between October – May to replace the aging watermain, repave the road, and improve the sidewalks and ADA ramps. Night work is intended to minimize impacts on traffic to St. Joseph Hospital.
- Water service will be maintained during work on the Ellis Street watermain, except for some temporary interruptions.
- Limits to on-street parking and construction equipment storage in the surrounding neighborhood throughout the project.
- Coordinating these efforts allows us to complete utility repairs and address traffic safety needs at the same time, reducing costs and disruption for residents while maximizing project benefits once work is complete.
