Project Overview
This project (ES 569) will repair deteriorating pavement, replace aging utilities, and make changes to crosswalks to bring them up to current ADA standards. The streets to be overlayed are:
- Fraser Street from Puget Street to Valencia Street
- Lincoln Street from Elwood Avenue to E. Maple Street:
- Ellis Street from E. Illinois Street to Squalicum Parkway; includes watermain replacement
Project Status – Fall 2026
Construction began in mid-September and is scheduled to be complete by May, 2027, with different segments done earlier. Each section will have temporary pedestrian detours and traffic delays during construction work.
Construction Impacts & Timing – 2026
Fraser Street
- Repaving and sidewalk repairs between Puget Street and Valencia Street between mid-September – mid-October.
- Sidewalk repair between Valencia and Puget, with pedestrian detours in place.
- Crossing enhancements in front of Regency Park Apartments including curb ramp upgrades for ADA compliance, refreshed markings, and the addition of a pedestrian refuge island.
- Daytime single-lane closures through the area.
- Access will be maintained to driveways, with some driveways reduced temporarily to one lane.
Lincoln Street
- Paving work is complete.
- There may be some lane shifts during the day as striping and finishing work is completed.
Ellis Street
Repaving and watermain replacement will take place along Ellis Street between E. Illinois Street and Squalicum Parkway from October through May. Coordinating these improvements will reduce costs and disruption while addressing utility and traffic safety needs at the same time.
- Daytime work will take place along Ellis Street between E. Illinois and Sunset Drive; the road will be closed to through traffic between Oct 8-23, approximately. Local access will remain open, with some on-street parking restrictions.
- Night work: Night work (8 p.m. – 7 a.m.) is anticipated to begin along Ellis Street from Sunset Drive to Squalicum Parkway on Oct. 29, and will last through early December to replace the watermain. Night work will help minimize traffic impacts near St. Joseph Hospital.
- Other impacts: Temporary water outages, on-street parking restrictions, and construction equipment storage in the surrounding neighborhood are expected.
