Ellis, Fraser, Lincoln Overlay

Project Overview

This project (ES 569) will repair deteriorating pavement, replace aging utilities, and make changes to crosswalks to bring them up to current ADA standards. The streets to be overlayed are:

  • Ellis Street from E. Illinois Street to Squalicum Parkway,
  • Lincoln Street from Elwood Avenue to E. Maple Street, and
  • Fraser Street from Puget Street to Valencia Street.

The project also includes a water line replacement along Ellis Street.

Project Status – Summer 2026

Construction is anticipated to begin in late summer 2026 and end in October 2026, weather permitting.

Construction Impacts

Impacts will include:

  • Daytime single-lane closures through construction areas
  • Limits to on-street parking during construction
  • Periodic pedestrian detours during ADA ramp improvement work
  • Water service will be maintained during work on the Ellis Street watermain, except for some temporary interruptions

Night work planned

Night work (10 p.m. – 7 a.m.) is planned for the Ellis Street overlay and watermain replacement to minimize traffic impacts to St Joseph Hospital.

This project is intended to preserve the pavement on these roads. The Transportation Improvement Plan calls for Street Preservation funded partially by the Transportation Fund that was approved by Bellingham voters in November 2020.

Funding will come from the Street and Transportation funds for the overlaying of roads, road crossing improvements, and lane reconfigurations. Utility replacement funding will come from the applicable fund for that utility.
