What-Comm Dispatch Facility

Project Overview

A new What-Comm dispatch facility (EF183) is needed to meet the needs of a growing community and workforce. This highly technical facility operates 24/7, providing emergency dispatch services to 10 local law enforcement agencies. The existing building, originally built in 1954 as a fire station, is aging and expensive to maintain. A new facility will provide better space for training, future growth, and staff needs. Construction is expected to begin in March 2026 and be complete by fall 2027.

Highlights of the new facility:

  • Improved design to better meet staff needs
  • Improved data and fire suppression system
  • LEED silver status – improved heating and cooling systems to minimize operational and maintenance costs
  • Improved redundancy and resiliency for emergency communications

The existing dispatch building will remain functional while the new facility is being built on the current What-Comm site, at Alabama and Iron Streets. When the new facility is complete and fully operational, the existing building will be demolished. Landscaping, design, and neighborhood character are being considered with this project.

The project is currently out to bid. Construction is expected to begin in March 2026.

Construction Impacts

Impacts will be minimal during construction, except for construction vehicles entering and exiting the site from Alabama and Iron Streets.

Funding

The project is estimated at $12 million, with $11.3 million from the General Fund and $970,000 from a Washington State Department of Commerce grant.
