Russell-Irving Watermain Replacement

Project Overview

This project (EW239) will replace the aging watermain on Russell Street from Broadway Street to West Illinois Street; Irving Street from Young Street to C Street; C Street from Irving Street to Dupont Street; and Dupont Street from Whatcom Creek to D Street. The project will also include asphalt overlay and ADA ramp upgrades on Russell Street and Irving Street.

Project Status – Fall 2025

Watermain and stormwater replacement work is currently taking place along Russell Street between Illinois Street and Broadway through the end of November. Work is taking place near Illinois and working its way south.

Watermain and stormwater work is complete on C, D, Dupont, Irving, and Halleck Streets. Sidewalk and ramp repair work are also continuing along C and Irving Streets, and expected to last through December, weather depending.

Access to streets and sidewalks will be maintained, with some temporary lane closures. Please observe the No Parking signs in work areas.

Construction Impacts

This project is adjacent to many residential properties. Impacts include:

  • Daytime single-lane closures through construction areas
  • Limits to on-street parking during construction
  • Water service will be maintained during the project, except for some temporary interruptions
  • Periodic pedestrian detours during ADA ramp improvement work

Funding

The project was awarded to Colacurcio Brothers, Inc on May 19, 2025 for $2,688,577 from City Water and Street funds.
