Project Overview
This project (EW239) replaced the aging watermain on Russell Street from Broadway Street to West Illinois Street; Irving Street from Young Street to C Street; C Street from Irving Street to Dupont Street; and Dupont Street from Whatcom Creek to D Street. The project also included asphalt overlay and ADA ramp upgrades on Russell Street and Irving Street.

This project was completed in Spring 2026.
Construction Impacts
This project is adjacent to many residential properties. Impacts included:
- Daytime single-lane closures through construction areas
- Limits to on-street parking during construction
- Water service will be maintained during the project, except for some temporary interruptions
- Periodic pedestrian detours during ADA ramp improvement work
Funding
The project was awarded to Colacurcio Brothers, Inc on May 19, 2025 for $2,688,577 from City Water and Street fund.
