Liquor and cannabis licenses

The Washington State Liquor and Cannabis Board (LCB) is granted authority by the Washington State Legislature to regulate the production, sale, and distribution of alcohol, tobacco, cannabis, and vapor products in the state of Washington.

In order to sell alcoholic beverages at an eating or drinking establishment, or at a special occasion, within the City of Bellingham, a state liquor license is required. The Washington State Liquor and Cannabis Board is responsible for receiving, processing and issuing these licenses. Applicants should allow ample time when applying, as the process typically requires 45 to 90 days or more.

Special Occasion Liquor Licenses

A Special Occasion Liquor License, issued through the state, allows a registered nonprofit organization to sell spirits, beer and wine by the individual serving for on-premises consumption at a specified date, time and place (i.e. fundraising dinner, gala event, auction, wine tasting).  Any alcohol consumed at a special occasion event must be sold by the special occasion licensee. Alcohol cannot be given away. Applications must be submitted at least 45 days prior to the start date of your event.

Banquet Permits

A Banquet Permit, issued through the state, is a permit you apply for that allows the service and consumption of liquor at a private, invitation-only banquet or gathering held in a public place or business. Examples include weddings, company banquets, retirement parties, and club, organization, or church events. You may apply online for a Banquet Permit.

Cannabis Licenses

If your business will be involved with the production, processing, or sale of cannabis then you need a Cannabis License. 

City of Bellingham role

All questions about the status of liquor or cannabis license applications should be directed to the Washington State Liquor and Cannabis Board.

State law, RCW 66.24.010, requires the state Liquor and Cannabis Board to send notice of applications for liquor licenses to the City. These notices initiate reviews to ensure licensed liquor or cannabis operations are following local public health, safety and business license requirements. If additional information or compliance actions are needed, applicants will be contacted directly by City or County officials separate from the state’s licensing process.
