Pacific Street Operations Center Phase 2

Project Overview

Phase 2 (Project number EF-178) of the City Operations Building continued the remodel of the existing Public Works buildings on Pacific Street. The project included demolition and rebuilding of a vehicle barn. This work is a continuation of the new facility completed as part of Phase 1, bringing Parks and Recreation and Public Works Staff together in one facility.

Project Status – Winter 2026

The building phases are complete and staff have moved into new spaces within the facility. Public Works and Parks and Recreation Departments are now located within the new facility.

Phase 2 is now complete:

  • Engineering division moved from the Federal Building
  • Parks and Recreation staff moved from City Hall
  • New public entrance at the corner of Pacific St and Carolina St with public art
  • Additional meeting spaces, offices, and cubicles
  • Updates to the interior of the remaining older building facing Pacific St
  • New vehicle barn

Phase 2 began in July 2024 and was substantially completed in March 2026.

City Council awarded the project to Dawson Construction on May 20, 2024 for $20,756,870. Funding for the project comes from the Street Fund, Storm Fund, Water Fund, and Sewer Fund.
