Lower Squalicum Water Quality Retrofits

Project Overview

The City is improving stormwater treatment along Squalicum Way, a major truck route that runs along Squalicum Creek. Right now, rainwater runoff (or stormwater) from the road flows directly into the creek over land or through a pipe without treatment. The creek is identified as an impaired water body on the Department of Ecology’s 303(d) list. Since Squalicum Creek is home to salmon and connects to Bellingham Bay, keeping this water clean is a top priority.

This project will install a treatment system that collects and cleans stormwater from more than 2,240 linear feet of Squalicum Way before it enters the creek. This project was outlined in the City’s Stormwater Comprehensive Plan as a high priority project. By reducing pollution, the project helps protect fish habitat and improve water quality.

This work is part of a larger effort to restore Squalicum Creek and support healthy salmon populations.

Project Status – 2026

Osborn Consulting was selected to complete the design for this project. Design is underway with construction expected in summer 2027.

Anticipated timeline:

  • November 2024 – April 2025: Survey and geotechnical investigation
  • May 2025 – September 2026: 90% design plans
  • Summer 2027: Construct stormwater treatment facility

This project is being funded by a Washington State Department of Ecology grant for up to 90% design. Another grant will be applied for construction.
