Old Town Urban Village Streetscape Improvements

Project Overview

In coordination with property owners per an existing agreement, we will construct streetscape improvements on C, D, and E Streets (between Holly and Bancroft) and on Astor Street (between C and F Streets). This will involve installing curb and gutter, widening the roadways, and improving street lighting. Where feasible, we will move overhead utilities underground. Additional sidewalk and streetscape improvements will be completed as part of private development occurring in the area. In areas awaiting private development, we will provide a stable gravel surface with increased lighting.

Project Status- Winter 2026

The project was awarded, and construction of streetscape improvements is anticipated to begin in March 2026.

Project Background

The City of Bellingham and the Old Town Village developers have signed a development agreement that includes the City building public infrastructure in the Old Town Village area.

Funding

This project is funded by a combination of grants, non-motorized, real estate excise taxes, and economic development initiative funds.
