Woburn Sewer Replacement

Project Overview

From April 2023 to July 2024, the Woburn Sewer Replacement project (EU190) replaced sewer mains in the following areas:

  • Woburn Street from Fraser Street south
  • Woburn Street from Texas Street to Barkley Boulevard
  • Barkley Boulevard from Woburn Street to Newmarket Street
  • Yew Street from Carolina Street to Texas Street

Impacted areas were also repaved and pedestrian ramps are now fully ADA accessible.

More Information

Background

After nearly 100 years of use, the sanitary sewer mains on Woburn, Yew, and Barkley have reached their capacity and need to be upsized to allow the sewer system to meet increasing demand as Bellingham grows.

Project delays

Due to challenging soil conditions and the depths of excavations necessary, installing the sewer mains has taken longer than expected to ensure the safety of construction workers and the community.

Construction Method

Open cut methods will be used to replace the existing mains with the exception of Barkley Boulevard, which will use directional boring (horizontal directional drilling). 

  • February 27, 2023 – Contract awarded. Construction contract of $3,494,826.95 was awarded by City Council to Faber Construction Corp.
  • April 2023 – Construction begins
  • May 2023 – Woburn Street closures begin
  • Dec 2023 – Spring 2024 – Final connection at Newmarket & Barkley Streets; trench paving. Sewer main replacements at Cornwall Avenue near the Oak Street Lift Station and Woburn Street near Fraser.
  • April 2024 – Paving is complete.
  • May/ June 2024 – Final placement of manhole and valve covers. Permanent markings will be installed once asphalt cures.
  • July 2024 – Construction completed.

The construction contract awarded to Faber Construction Corp. is $3,494,826.95. This project is funded by City sanitary sewer funds.
