We Scoop Program

​​Pet waste is raw sewage that can spread diseases and harm our waterways. Participate in our We Scoop Program to reduce pet waste pollution in our community and protect our water, health, and community.

Make a personal commitment to pick up, bag, and throw away pet waste in the garbage at home and on walks. Follow these steps to participate in the We Scoop Program year-round:

1. Take the We Scoop Pledge.

  • I pledge to scoop the poop at home at least weekly, rain or shine. 
  • I pledge to scoop the poop on walks every time. 
  • I pledge to bag it and put it in the trash.

2. Put We Scoop stickers on your curbside trash can.

We Scoop stickers show that you stand together with your neighbors in your commitment to scooping dog poop at home and on walks. Stickers also serve as a reminder that pet waste belongs in the trash, not on the ground or in the compost. We will send your stickers after you make the We Scoop Pledge.

3. Then, we’ll send you free poop scooping tools, if you’d like.

You can choose to receive free tools to put on your leash: a bag dispenser and bag carrying clip. Never get caught without a bag again. Use the clip to carry full bags hands-free. Every poop makes a difference.

Want to take your commitment to reducing pet waste pollution to the next level? Become a Neighborhood Scooping Ambassador! This program provides tools and resources for ambassadors so they can:

  • Increase community awareness around the ways that pet waste can affect our water quality and health
  • Reduce the amount of raw and bagged pet waste that is left on the ground
  • Help people adopt good scooping habits by providing information and tools
  • Keep our yards, trails, beaches, water, and shoes clean

What does a scooping ambassador do?

An ambassador’s role is simple: help spread the message that picking up after your pet is the right thing to do, and make it easier for people to “scoop it, bag it, trash it”. You don’t need to convince everyone, but can offer help to those who are interested. We provide ambassadors with a variety of methods to accomplish this because everyone’s comfort level, opportunities, communities, and situations are different.

How can ambassadors spread the “scoop it, bag it, trash it” message?

When our ambassadors sign up for the program, they receive a toolkit to help them get started. Ambassadors can decide what tools work for them, and place an order for more supplies when they run out. The toolkit includes:

  • A yard sign to help remind neighbors walking by to “scoop it, bag it, trash it”
  • A poop bag dispenser and supply of poop bags to hand out to dog owners in need, or use to spark up a conversation with someone
  • Tips and FAQs to help support conversations and answer questions
  • Curbside trash can stickers

How do I sign up?

Fill out the online interest form or email us at ScoopPoop@cob.org. Anyone who lives in Whatcom County can participate! If you live within Bellingham city limits, a City employee will follow up with you. Otherwise, you will hear from Whatcom County. If you are already a Neighborhood Scooping Ambassador and need to request more supplies, you can fill out the resupply request form.

Each year, the City of Bellingham and Whatcom County host the We Scoop Photo Contest from late August through the end of September. Submit photos of your adorable pup during this timeframe for the chance to win a scooping prize pack to help with scooping every poop! All photo entries are also considered for use in promotional materials.

2025 Winners

The 2025 photo contest closed on September 30. There were so many great photos to choose from! All photo entries will be considered for use in future promotional materials. All winners will be given scooping prize packs to help with scooping every poop. This includes a dog backpack (so they can help pack out bagged poop), 20 rolls of poop bags, a heavy-duty yard scooper, and a collar light!
