Subarea Plan
In August 2025, the Bellingham City Council adopted the first urban village plan for Barkley that will bring more housing, increased bike and pedestrian connections, traffic improvements, and more public spaces while preserving about 40 acres of wetlands and forested habitat. They also adopted a development agreement with Talbot Group, the primary property owner, to guide the 20-year buildout of the area and established an area-wide environmental review process (“Planned Action”) outlining expectations for how anticipated impacts will be mitigated.
