Manufactured Home Park Preservation Strategies

Overview:

The City of Bellingham’s Long-Range Planning Division is currently engaged in developing strategies to preserve existing manufactured home parks (MHPs).

On June 7, 2019, City Council passed a twelve-month moratorium (Ordinance 2019-06-021) on development applications and permits relating to the redevelopment of existing MHPs to allow the City to review options and draft regulations for the preservation of existing MHPs.

On December 23, 2019, City Council adopted amendments to the 2016 Bellingham Comprehensive Plan (Ord. 2019-12-044) that added a goal and policy relating to the preservation of existing MHPs. The specific comprehensive plan goal, policy, and text included:

  • Goal H-5 Existing manufactured home parks (MHPs) should be preserved.
  • Policy H-55 Identify and evaluate methods to encourage the preservation of existing manufactured home parks to ensure their continued provision of affordable housing.

On December 14, 2020, City Council docketed staff’s request to potentially add a zoning designation for MHPs

On April 25, 2022, City Council will vote on a 6-month extension to the moratorium on development applications and permits relating to the redevelopment of existing MHPs.

City Council Public Hearing: September 12, 2022

The City Council will hold a public hearing on September 12, 2022 to consider proposed amendments to the Bellingham Municipal Code (BMC) to establish a Manufactured Home Park (MHP) overlay and regulations related to the change of use, ownership, and closure of a MHP. Detailed information can be found at: meetings.cob.org five days prior to the public hearing.

Estrategias de preservación de parques para casas prefabricadas

Resumen:

La división de planificación a largo plazo de la ciudad de Bellingham está desarrollando actualmente estrategias para preservar los parques de casas prefabricadas existentes (MHP, por sus siglas en inglés).

El 7 de junio de 2019, el Ayuntamiento aprobó una moratoria de 12 meses (Ordenanza 2019-06-021) sobre las solicitudes y permisos de desarrollo relacionados con la reurbanización de los MHP existentes para que la Ciudad pudiera analizar las opciones y el borrador de las regulaciones para la preservación de los MHP existentes.

El 23 de diciembre de 2019, el Ayuntamiento aprobó enmiendas al Plan Integral de Bellingham de 2016 (Ordenanza 2019-12-044) que agregó un objetivo y una política relacionados con la preservación de los MHP existentes. El objetivo, la política y el texto específicos del plan integral incluyeron:

  • Objetivo H-5 Los parques para casas prefabricadas (MHP) existentes deben ser preservados.
  • Política H-55 Identificar y evaluar los métodos para fomentar la preservación de los parques para casas prefabricadas existentes a fin de garantizar su provisión continua de viviendas asequibles.

El 14 de diciembre de 2020, el Ayuntamiento incluyó la solicitud del personal de agregar potencialmente una designación de zonificación para los MHP.

El 25 de abril de 2022, el Ayuntamiento votará sobre una extensión de 6 meses de la moratoria sobre las solicitudes y permisos de desarrollo relacionados con la reurbanización de los MHP existentes.
