Phase I improvements include demolition of existing paved surfaces, disposal of buried concrete, the construction of a baseball field, restroom building, site infrastructure, site grading, parking lot lighting and pedestrian amenities.
The project involves the installation of a prefabricated restroom building and the renovation of an existing playground in Whatcom Falls Park.

Big Rock Trail runs between the Silver Beach Elementary School Trail and the Springland Subdivision area.
Improvements include trail wayfinding, resurfacing of existing asphalt paths, improvements to crossings where trail intersects developed streets, weed control, landscaping, and barriers to unwanted vehicular use.
