James Street Multimodal Safety Improvements Phases 3 and 4

Project Overview – ES565

This project will improve safety for all users along the James Street corridor in the King Mountain neighborhood.  The improvements include a new multi-use path on James Street from Telegraph Road north to King Avenue, and sidewalks and bike lanes from King Avenue to Gooding Avenue. The project will connect with proposed improvements at the Bakerview and Telegraph Roads intersection, and existing improvements at Kellogg Street. The project will also upgrade street lighting and install City fiber connections.

Project Status 2026 – May Update

Project construction is underway, and is anticipated to continue through fall 2026. During construction, people traveling through the area are likely to encounter single-lane closures, large equipment, and delays. Beginning early June, the roadway will close between Bakerview Road and Kellog Road for approximately three weeks.

The project addresses a key bike and pedestrian connection in the north part of town that is developing. The design is meant to minimize environmental impacts while also limiting the cost. This project is noted in both the Pedestrian and Bicycle Master Plans.

Construction of the project will require lane closures and large construction equipment, resulting in traffic delays and noise/dust generation.

Project is funded by the City Transportation Fund, Street Fund, Transportation Impact Fees and a Washington State Transportation Improvement Board Grant.
