Home Improvement Support

Home Rehabilitation Loan Program

Our Home Rehabilitation Loan Program provides low-interest loans to low- and moderate-income households year round.

Weatherization and Home Repair

The Opportunity Council supports improvements to home energy efficiency, durability, indoor air quality and health and safety concerns.

Manufactured Home Repair

We partner with the Opportunity Council to assist homeowners with limited repairs that can address health and safety, durability issues, and energy efficiency measures.

The Community Resource Center is the first stop when you need help with housing, bills, food, or other basic needs.

City of Bellingham Reduced Utility Bill Rates

For qualifying households, reduced rates are available for water, sewer and storm water utilities provided by the City of Bellingham.

Opportunity Council Energy Assistance Program

Opportunity Council may be able to help with the cost of electricity, natural gas, propane or heating oil, wood pellets or fire logs.

Property Tax Exemptions

Whatcom County offers some tax exemption and relief programs to qualifying households.

PSE – Bill Discount Rate

Ongoing help on your monthly energy bill. Depending on your household income and household size.
