Mayor’s Downtown Forward Initiative

As part of the Mayor’s Downtown Forward Initiative, the City of Bellingham is prioritizing bold actions to support a thriving future for downtown Bellingham.

To support this initiative, and to positively activate Maritime Heritage Park as a welcoming, vibrant community asset, this program waives the park’s standard reservation fees for eligible uses. The goal is to increase positive daily presence in the park, expand community programming, support downtown-based organizations, and create equitable access to public space.

Eligible Uses

Fee waivers apply to events, programs, meetings, and activations that meet all of the following criteria:

  • Occur within Maritime Heritage Park
  • Are free or open to the public
  • Support Downtown Forward goals including arts, culture, community, youth, wellness, or placemaking
  • Contribute to positive and welcoming activation of the park
  • Organized by nonprofits, community groups, downtown-based organizations, City departments, or eligible market organizers

Vendors, Markets, and Small-Business Activations

The fee waiver applies to vendor markets or small-business activations only when they provide meaningful public benefit, such as:

  • Free admission for attendees
  • Showcasing local makers, artists, or small businesses
  • Including first-time vendors, youth vendors, or micro-business opportunities
  • Providing accessible, low-barrier community economic participation
  • Offering performances, workshops, or cultural programming
  • Contributing to Downtown Forward goals and positive activation

Events that are primarily commercial without public benefit are not eligible.

Indoor Pavilion Use

The Maritime Heritage Park indoor pavilion will be made available at no cost for:

  • Board or committee meetings nonprofit organizations
  • Free and open-to-the-public classes, workshops, programs, or services
  • City-led or partner-led Downtown Forward activations

Non-Eligible Uses

  • Private or invite-only events
  • Commercial events without community benefit
  • Vendor markets with no public-benefit programming
  • Partisan or electioneering activities
  • Events conflicting with park rules or safety requirements
