Project Update
In November 2023, the land use application review for this proposal was placed on hold after the applicant and the City reached a mutual agreement that the applicant would explore site plan revisions with increased tree retention, which may necessitate the use of different housing types. The Planning and Community Development Department received a request from the applicant to remove the hold and initiate review of revised applications for land division, associated land division variance and design review.
Project Description (Revised)
A new residential subdivision on an approximately 5.5-acre site located generally at the terminus of Pebble Place and at the southwest corner of E McLeod and McGrath Roads. The proposal consists of 45 infill housing lots with 15 of those lots developed under the Small Lot infill housing provisions and 30 of those lots developed under the Townhouse provisions. A density bonus is requested to increase the number of residential units
from 33 to 45 pursuant to BMC 23.08.040(C).
The lots would be served by a private lane from an extension of Pebble Pace and with public water and sewer mains. Direct vehicular access from E McLeod and McGrath Roads is not proposed. A variance from land division regulations is requested from the requirement to construct Dakin Street and the right of way abutting the southern portion of the site to retain the existing trails.
Stormwater management is proposed to comply with City codes and located in the northwest corner of the proposed preliminary plat. A tree retention plan has been submitted and development will comply with the City’s Clearing and Grading Chapters.
The dedication of land for public trail access is proposed between E McLeod Road and N Heather Place. Additional trail improvements will be required as necessary to comply with the City’s Park, Recreation and Open Space Plan.

The Preliminary Plat and Land Division Variance applications require a public hearing before the Hearing Examiner through a Type III-A application review process. The Hearing Examiner issues the final decision on the Preliminary Plat and Land Division Variance. The Design Review application is an administrative decision.
