About the Survey
The City hired PRR, Inc. to conduct this survey through random selection. That means that some households across Bellingham received an invitation in the mail to complete the survey.
This survey has a significant focus on collecting a balanced representative sample of respondents, prioritizing reaching those who are currently and/or historically underrepresented in City processes.
The last day to complete the survey was December 10, 2023.

Community feedback makes a difference.
The City of Bellingham actively seeks community feedback on housing because:
- The state passed legislation that requires cities to allow for additional housing units and housing types on residential lots.
- Implementation of this legislation will result in changes to the City’s zoning rules, which the City is working toward.
- As we work to update our plans and zoning rules, it is important for the City to understand the housing needs and preferences within our community.
Bellingham is growing, and access to housing for our current and future community is critical. Answers to this survey will help the City understand community members’ housing preferences, including:
- Housing types
- Locations
- Cost
All voices matter.
Our community includes a diversity of people: students, single professionals, couples, families (small and large), retired adults, empty nesters, people across the socioeconomic spectrum, people in a variety of racial and ethnic groups, people with special needs, and people who are unhoused.
We heard from a balanced representation of the community to ensure our plans take many perspectives into account. By conducting this survey through random selection, we were better able to ensure results reflect a balanced representation.
