32nd and Elwood Improvements

Project Overview- ES573

The project will install new curb, gutter, and sidewalk along Elwood Ct, along Elwood Ave from Elwood Ct to 32nd St, and along 32nd St from Elwood Ave to Fielding Ave. In addition, ADA improvements will be made at the intersection of 32nd St and Elwood Ave and the intersection of 32nd St and Fielding Ave.

Project Background

The improvements are a part of a pilot project aimed at improving a small overgrown City owned lot and infill sidewalk in accordance with the Pedestrian Master Plan.

Project Status- Fall 2024

Sidewalk installation and ADA ramps should be installed in mid-November, weather depending. Re-striping is delayed until spring 2025 for warmer, drier weather.

Construction Impacts

Periodic traffic control along 32nd St from Fielding Ave to Elwood Ave while crews are working.

Concrete Pilot Project

In late October, crews poured some test sidewalk panels of a more environmentally friendly biochar concrete as part of a partnership with Washington State University. Biochar concrete combines organic waste with regular cement, reducing its carbon footprint by 50 percent.

The panels will be monitored over time through sensors in the concrete that measure humidity, temperature, and strain.

This pilot project is possible due to the partnership and sponsorship of several agencies:

  • Washington State University
  • Heidelberg Materials
  • Washington State Department of Commerce
  • Carbon Silvanus

  • Construction start date:  May 2024
  • Dates of expected construction impacts: May 2024 – November 2024
  • Expected construction end date: tentatively November 2024, weather permitting
